History

The Bayelsa State Due Process Bureau traces back to the broader context of public procurement reforms initiated in Nigeria. Stemming from the World Bank's Country Procurement Assessment Report (CPAR) in 1999, which highlighted issues of inefficiency and corruption in public procurement, the Nigerian government, under President Olusegun Obasanjo, embarked on a reform agenda. This led to the establishment of the Budget Monitoring and Price Intelligent Unit (BMPIU), colloquially known as Due Process, to restore integrity and transparency in government contracts.

The implementation of Due Process, spearheaded by Oby Ezekwesili, aimed to address various challenges, including inflated contract costs, lack of competition, and manipulation of procurement processes. The BMPIU played a crucial role in overseeing the adherence to rules and standards in awarding and executing public contracts, earning Ezekwesili the nickname "Madam Due Process." As part of the reform efforts, laws were enacted at both the federal and state levels to regulate public procurement and the procurement profession. In 2009, the Bayelsa Public Procurement Law was passed by then-Governor H. E (Chief) Timipri Merlin Sylva, emphasizing the state's commitment to ensuring due process in procurement activities. This legislation was re-enacted in December 2020 by Governor Senator Douye Diri, reflecting a continued dedication to transparency and accountability in the procurement processes within Bayelsa State.
